How to Apply and Manage a Utah issued MSGP form

Utah Multi-Sector General Permit (MSGP) relies on the submission of an electronic document  to gain coverage under its permit.

There are three different forms to select from:

  • Notice of Intent (NOI):
    • A NOI for a general permit is notice to the NPDES permitting authority of the operator’s intent to be covered under the general permit.
  • No Exposure Certification (NEC):
    • An industrial facility may opt for exclusion from an Industrial Storm Water Permit by submitting a NEC. A condition of no exposure exists when all industrial materials and activities are protected by a storm resistant shelter to prevent exposure to rain, snow, snow melt, and/or runoff. A fee of $150 is required for the five-year certification period.
  • No Discharge Certification (NDC):An industrial facility that does not discharge may formally opt for exclusion from obtaining an Industrial Storm Water Permit by signing and submitting a No Discharge form.
