How to Add the “Sign” Permission After Being Assigned as the Manager

After a Preparer assigns a manager, the draft form will appear on that Signatory’s MSGP Landing Page. The Signatory will automatically be granted the “View” and “Manage” permissions but will need to grant him/herself the “Edit” and “Sign” permissions in order to certify, sign, and submit the form.

I. To grant the “Edit” and “Sign” permissions from the My Facilities table:

  1. Visit NeT MSGP (https://npdes-ereporting.epa.gov/msgp). Alternatively, you could also access CDX directly at https://cdx.epa.gov.
  2. Login with your CDX User ID and Password.
  3. Click on your Signatory role located next to the NETMSGP program service name to enter the MSGP application.
  4. You will be directed to the MSGP Landing Page.
  5. Find the NOI/NOE in your Facility list.
  6. Locate and click the permissions icon (mceclip0.png) on the far right side of the Facilities table.
  7. Click Grant for each of the “Edit” and “Sign” permissions.
  8. Click Close.
  9. After completing these steps, you should have the View, Edit, Sign, and Manage permissions for this form and will be able to certify.

II. To grant these permissions from the Manage User Permissions screen:

  • Use steps 1-5 above.
  • Click Actions.
  • Select Manage User Permissions.
  • Locate and click Manage in the row with your user information.
  • Click Grant next to the “Edit” and “Sign” permissions.
  • Click Close.
