Overview: EPA’s Multi-Sector General Permit (MSGP) relies on the submission of an electronic document called an Notice of Intent (NOI) to gain coverage under its permit. An NOI for a general permit is notice to the NPDES permitting authority of the operator’s intent to be covered under the general permit. An NOI typically contains basic information about the site and the proposed discharge. By signing and submitting the NOI, the operator is certifying that the information submitted is true, accurate, and complete, that the operator meets the eligibility requirements, and that, when covered, the operator will comply with the permit conditions and effluent limitations.

If the information on the NOI has since change, a facility can modify the information by creating a change NOI. You should create a change NOI to update or correct information on your NOI, including:  Owner/operator address and contact information; Facility/site information;  Changes in SIC code or industrial sector designation;  Changes to discharge information.

 

 

TO CREATE A Change NOI

  1. Go to https://cdx.epa.gov  
  2. Type in your CDX User ID and Password
  3. Click on your associated Role located next to the NETEPAMSGP program service name to enter the MSGP application
  4. Make sure your Application Profile Settings are correct, click Proceed to continue
  5. You will be redirected to the MSGP Homepage with a list of your facilities
  6. To create a change NOI, click on the Actions drop-down list next to the facility you want to create a change NOI
  7. Click Create Change NOI
  8. A pop-up window will appear stating a Change NOI has been created
  9. Click on Go to Form to continue
  10. You will be redirected to the original NOI form
  11. Click on the section you would like to change/modify by clicking on the section header to display that section’s data fields
  12. Once you have updated your NOI, click on the Certification Information header
  13. Click on Certify Form and Next to complete the Change NOI process
  14. A pop-up window will appear
  15. Read Statement carefully
  16. Click Accept to certify and complete Change NOI
  17. After clicking Accept, you will be redirected to certify Change NOI by electronically signing form by entering your:
    • CDX password
    • A signature answer and
    • Clicking Sign
  18. A pop-up window will appear stating you have certified your Change NOI form and will receive an email
  19. The email notification will be sent to the email associated with your CDX account
  20. The email will state the recently certified Change NOI has been granted coverage under MSGP
  21. Email attached with a loadable PDF Copy of Record (COR)

 

Preparer

  1. If you are a preparer, you will have the option to:
    • Flag for certification – to lock information and flag for certification
    • No action at this time – no action
  2. Click Flag for certification
  3. A pop-up message will appear stating your form has been flagged for certification. A notification email has been sent to the signatory associated with the facility
  4. Click OK to continue
